Question about patio skirt/top set -

Hello -- wondering if anyone can help me out? Getting ready to list a cotton/lace circle skirt w/ matching top -- a Patio Outfit? My question is:

On the inside of the skirt - there's an inner pocket (for lack of a better description) running around the entire skirt - on the cotton tier between the lace waistband and the first lace tier about 8 inches down from waistband - it's attached about every 6 inches or so by a 2-3 inch loop of thread --
Does anyone know what this is all about??? Thanks!
 
I don't...but do you have pictures of it?? Maybe someone else will know, but I'm sure a pic would help alot :)
 
I'll bet someone took a tuck in the skirt to shorten it rather than taking it up at the hem, which would make the bottom tier too shallow. If the cotton has not faded, then I would let the tuck back out and lengthen the skirt to its original length.

Hi again! Here are a couple of photos -- one is of the outfit and the other is of the pocket/pouch that I was describing -- it is sewn all the way around -- the lace is see-through -- I suppose they could have sewn it that way to shorten it and instead of cutting the excess fabric off decided to go to all the trouble and handstitch it every 4 inches or so to tack it up? Or maybe they tacked it up because they wanted that lace tier to not have a lining underneath it?
 
Help with Photos???

Okay - so I literally tried to post photos for over an hour -- and just when I thought I had accomplished it -- apparently I have failed --- as they are not showing up - can anyone please tell me what in the world I'm doing wrong? I transferred them over to photobucket -- I got the IMG code -- I clicked on the Insert Image button up there -- put in the http:// and nothing happened - am I entering the code wrong??? Thanks for any help --

I suppose that they could have done it to shorten it or maybe to let that lace tier show through? But it's sewn all the way around on the bottom and then tacked up by those handstitched threads every 3 or 4 inches all the way around too --???
 
Yeah I think to shorten it without messing with the design - I just wanted to see it though :) It's awesome!!
