Question for the seamstresses - and era?

I was thinking this skirt (floor length crepe) was 40's, although it is cut on the bias. Maybe 30s? On the inside the binding (?)seam tape (?) has those little rivet things - almost like small weights all the way around the waist. What's that all about? Does it help date the skirt? The thing is tiny - I could barely zip it up on my half wall manni.

I think you may be right about the hidden snaps- it sure looks like covered snap fasteners on tape to me- but gees that's a lot of trouble to go to isn't it !. Perhaps you could purchase the tape that way back in the day?. The fabric looks 40's to me, but yes the style looks more 30's.
I would love to hear what Claire has to say about the snaps idea if she pops in. :)
 
i think the press studs (or snap fasteners) were to attach an underslip. i had one like this before, and yes just as tiny. i think either the full and gathered underslip would spoil the tight waistband of the skirt or it would ride up with the elastic so they attached it with the snap fasteners just below the waistband.

That does look like snap tape set on to attach this to a slip or blouse. Hard to date as it's so simple. With a side zip, it could be late 30s or into the 40s.
