Quick date check and label info please on this lovely dress

Hello all,,,

I am thinking very early 30s on this? it appears to have had a wide belt that went with it.. a shame I dont have it :-(
Side metal zipper hook and eye at bust creating a peek a boo slit, and a mermaid? waist flare.... what exactly do I call that flare detail? Ive seen it called mermaid before and I like that name but is that correct? oh also VERY long... lke this is a 24-25 inch waist but I am 5'4" (almost) anf the mannequins shoulder were set about 4 inches higher than mine to getr it off the floor!

Also anyone familure with the label? thank you all!

Here's a blurb I found about the label:

New York Dress Institute, a collaboration between ILGWU and the manufacturers of New York City. NYDI's purpose was to maintain leadership for the New York dress industry. Museum references that said NYDI was formed in November 1940, and it seems to have continued at least through the 50s. NYDI, often referred to as a 'couture group', sponsored Press Week, and an annual World's Best Dressed Women list.
