I found ads from 1947 that described the Rain Wraps as new. I only found ads for them through 1951, so I assume you can date them to that narrow range.
I also only saw them described as 'rain shoes' (in addition to Rain Wraps, of course). The ads all said they can go over bows and fit any size heels.<be>

The original patent (1947) describes them as "waterproof wrap-around shoe covering"
