Hi there, I'm going to agree a lot with Poppy's Vintage. I think that this originally had a matching dress or skirt, it's too long to be referred to as a shrug or bolero, it is a jacket, and I see it dating earlier than the late 60s.
If it weren't for the design of that collar I would guess early 60s right off the bat. I would love to see a photo of the label as well and I would like to see a photo of the lining.
What's the sleeve length from shoulder to cuff? It looks like it had 3/4 length sleeves and somewhere down the road a wearer wanted to make those sleeves longer, Joseph's the Furrier did the work, and put their label inside.
Joseph the Furrier was in business long before 1967 and was previously called J. Joseph, Furrier. This ad below is from 1918 but I have found ads that have gone as far back as 1908.
The address listed in this ad; 215 North Washington Avenue Scranton, PA nearly matches up with the address listed in the company profile you shared; 213 North Washington Avenue Scranton, PA. Odd numbers in addresses go on one side while even go on the other so I imagine that they either occupied both spaces which would make sense having one side for cold storage and the other for showing furs or they moved over one.
