Rococo revival shoes?

Yes, I'm on p. 88 of Jonathan's book The Seductive Shoe, and trying to decide if these are from the 1860s.

One sole is marked J.C. Willis, Phila.

I'm way out of my usual timeframe, any help would be appreciated!

NICE! because of the height of the heel and the size of the buckle and tongue I would push them into the late 1860s or really early 1870s. They would have been called 'Colonials' at the time because they referenced the historical colonial American time period.
