The garment looks home sewn but has
This label, a care label and a tattered and faded union labor. And the buttons look older

I've had that label before. PLW. It was a early 70s dress with a rope belt.

I see most "PLW" pieces 60's to 70's and your union label puts it in the
1974 - 1995 bracket when they switched to red, white, and blue, and the style/construction hits 70's.

I only just started to see if I could find anything about PLW for you and the first thing I found was this, from a 1969 article: "Gay Gibson is starting to flex its fashion muscle. The $20 million, Kansas City, Missouri-based company, has opened PLW, a new, younger misses division..."
