Sheer Lace Full Length Dress

I'm having trouble dating this full length black lace dress. I'm also even unsure about whether I have it on the dress form correctly. I'm also not sure if those "patches" are meant to be there as decoration since they are spaced somewhat evenly, or if they are literally patching holes. The only closure are side snaps and one hook and eye. (I'm not sure if the hook and eye is original.) There are also some weird snaps on the center of the waist on the front (or back?). The back dips extremely low, which is what makes me think I might have it on the form correctly. It's not in the greatest condition, but I couldn't leave it behind at the thrift store! Any tips on dating would be wonderful. Thanks!

This beauty looks 1930s to me. Did you check the slip rack to see if perhaps that was there.

Haha, all these dresses were found one magical night at the thrift store. I don't think it will happen again unfortunately. But it was an extremely lucky find!

I looked through the entire dress rack that day, but I can't remember if I looked at slips or lingerie. Would the slip have been full length as well?

Also, if I find the right person to do it, can the lace be mended?
 
Great find; agree with '30s, it's probably silk lace and will be hard to mend as the fabric will continue to rip. I've had many of these and they break your heart. I usually repair the big rips and try not to agonise over the smaller ones as the more you handle it, the more it rips.

Yes, the slip would have been full length and a contrasting colour like peach, white, yellow or perhaps pink or green.
 
I would have thought (perhaps incorrectly I'll freely admit) that the slip would be black also as the resulting effect would conceal the square backing patches but reveal the ruching outside? The snaps at the waist look like it was for a matching fabric belt to me. I find a lot of 30s and bias cut dresses require support for the belt because everything is unsupported and floppy. Snaps keep the outfit looking 'just so'.
