Shorts with bloomers?

I picked up these adorable little shorts today for .70. They have little bloomers sewn into them. They look home m ade to me, as there are no tags. Any idea as to how old they may be? If you need additional pics please let me know. Thanks!

It looks to me that they would have been part of a bathing suit - based on the shape, and why else would they be lined like this?

The fabric and colors in the print look 1960's to me. I also think it could have been the bottom half of a swim suit.

I thought possibly due to them being short shorts. At first I thought nothing about a bathing suit, but it makes sense now.
