Silk Crepe Evening Dress, Velvet Trim, Detached Shawl: Designer & Decade Help

From my mother's collections.
This is stunning but no label. Am thinking 1960s/70s but would be amazing to figure out the designer or label.
Silk crepe is fully lined. The seams are edged with lace. Back nylon zip. The bottom skirt is taffeta lined. Velvet trim. The silk for the ruffles (skirt & shawl) is finely pleated with lines. Is that still called crepe or a different name?

Hi, I can't see enough detail to discern whether the fabric is silk crepe or not, but the ruffles look like they might be crush pleated silk georgette or silk chiffon. I don't think that's (crush pleat) an official term, but they're definitely pleated and not as structured as the usual pleats, more like a crinkle or crushed georgette.
