Silk velvet bolero/jacket

I found this little gem in a charity shop a couple of days ago. Pretty sure it is silk velvet and it is lined in very fine cream silk. The ruched sleeves caught my eye - I think this would possibly date the bolero/jacket to the 1930s?
There are no shoulder pads, just a small crescent of thickened fabric between the lining and outer sleeve. It appears to be completely hand sewn.
The condition is really good - it could be worn today but sadly is too small for me!

I saw the sleeve sticking out in a rail of other jackets and my first thought was 1930s. Thank you all - it's good to have it confirmed.
I keep buying lovely things that either don't fit me or that I have absolutely no use for - I just can't resist! So this will probably end up on Ebay after I have enjoyed it for a while.
