Could anyone tell me if there is a specific name for the decorative "cutwork" across the yoke of this smock.

I would call it a novelty twist open inset feature. Cute treatment for ventilation in a hot climate.
I don't know of a specific name for the treatment, though there may be one.

Perhaps you can use the term faggoting -- however, I'm not 100% sure. Cute smock.
