Sweet Victorian Dress/alas much damage

I found this dress and know it is not saleable but wanted to find more info about it.

I am unable to determine much from the photos, not enough details. But is does not look Victorian or even Edwardian to me, possibly has been altered in the length, and is 1920's?

I agree with Barbara.My impression from the yoke was 1920's. The silhouette is just not right for Edwardian. More photos, including interior construction, would help get closer to a date. What is the fabric?
