Swing coat with buckles

It is 43" long with hook and eye closures and long grosgrain ribbons to help close the top. 2 pockets

I would refer to that as a clutch coat rather than a swing coat; a awing coat would have much more flare to it, this appears to be pretty straight cut.

I don't see any buckles. Where are they?

I do not see buckles also.
This is sometimes called a tuxedo style coat with the long lapels.
