term for this folded 'pleated'? leather on cafe racer leather jacket

Anyone have a term for the sort of leather treatment here in the back of the sleeve joint?

accordion pleating? However, is it pleating or piping?

theres stitching on either side of each 'pleat' but it's not stitched to the lining so the whole thing stretches like an accordion bellows

It sounds like pin tucking but that wouldn't normally stretch. Does it stretch just a little or lot?

yes, accordion stretch panels. You see them in motocross gear too.

it almost stretches to twice its width.

What Carla said. It's so the wearer can really extend their arms, as a lot of Cafe Racer motorcycles have dropped bars.
