Term to describe this work?

That type of work was still popular in the early 1960s, often seen in short and boxy shaped suit jackets, sometimes trimmed with a fur collar and/or cuffs. My guess is your blouse, or shell as they were sometimes called, dates from that time period. But it certainly could be late 1950s as well.

I might not expect it to be polyester in the ribbon. Most of that type was rayon or a rayon and synthetic blend such as rayon/acetate. Acetate was used a great deal for ribbons after WWII. Sometimes the ribbon was silk, but you say it does not appear to be.
 
I have 2 dresses with that kind of work, both 60s.
