The Dating Game #1 - Black velvet dress

I went on a house call today and picked up three items. Item #1 for your inspection...

This one is confusing me! The dropped waist, shirred skirt, and a slightly puffy sleeves make me think '40s. But the collar is throwing me off. Any ideas?

(Photos have been lightened for detail, and I need to rehem the skirt.)

Looks like a 40s/50s cusper to me, probably 1949-51ish
