Inside the zipper there is washing instuctions. Maybe this was a material pattern that someone made??

I tied two sting together like a wrap type dress....

Button hole in front is still sewn shut so I just tied those two together.

I bought it thinking it was an apron that tied at the sides.... I think this is the right way to tie it and I think its a dress....

What era would this be from??

Yes, I've seen a lot of patterns for these from the '60s. They are worn pinafore-style over another dress, and the underdress is meant to be seen through the sides. (In other words, the sides of the pinafore are tied so that you can still see the bodice and skirt of the dress underneath.)

I looked through my images on my hard drive, and I found this example from my collection:
 
So this would be a 60's Pinafore Mini Dress?? You can't see anything thru the sides so I don't think its worn over something. Sides are completely concelled. I had thought the sides were open and it was an apron but it isn't.
 
I don't think it is meant to be tied in the front. The closed buttonhole probably means it was never worn. Are there signs that it was actually worn? Is that a button I see on the end of one of the ties?

Without seeing the edges of the front, it is hard to tell how it was meant to go.

The proportions don't look like a mini dress, so I wouldn't call it a mini - it looks like a knee-length pinafore, similar to the pattern illustration.
 
This is so hard to photograph and explain. It would help if I knew what it was.

I matched like ties together. I matched the cloth tie with a button hole to the cloth tie with a button. When doing that, it is more like a wrap dress.

I bought it thinking it was an apron that tied on the sides. When I put it together, it looks more like a wrap dress....

So one tie has a button and the other has a buttonhole at the end, right? I would try buttoning through the tie *and* the buttonhole on the dress (same button through both holes). The ends of both ties would meet in the middle without such a wrap shape.

I could be wrong, it just doesn't look quite right to me tied like in the first photo. And the closed buttonhole is another indicator that it isn't quite right yet.
 
:clapping:I feel your pain on this one.. I have to admit I had one of these a couple years ago, in the cutest print, but hell if I could figure out what to do with it... I think I sent it to a rummage sale
