70's Garolini, black suede ~

I'm just stumped.
Also - the exteriors are in excellent condition - the interiors, not so much
I think the former owner must've put some kind of pad along the ball of the foot - the pads are gone, but the dried brown adhesive remains. I tried a little nail polish to remove it, but it wasn't up to the job.
I don't want to spend any more time trying to remove it (& possibly damage the shoes in the process) - is this something that could be repaired/replaced by a shoemaker? If so, how?
