The Union label on your dress is the one that was used from 1955 - 1963. (See our label resource here: http://vintagefashionguild.org/label-resource/ilgwu/)
I would say early 60s on this dress, although it is very classic and timeless in styling--I think it's lovely! Were it not for the Union label, I would offhand have guessed it to be more modern....
As to fiber, can you show a very tight close up shot of a swatch? From this "distance," it looks like it might be a rayon crepe, but without seeing it up close, there's no way for anyone to tell. There's not enough detail in your label shot to see. It could be silk as well....
