Type of Garment/Dating Assistance

Hi All,

A vintage shop near my home is going out of business due to a good job opportunity. I was able to find a lot of lovely treasures. The woman that owns the shop told me that she was throwing this dress out as it has a small run in it. She offered it to me for free and said it was a dress. I'm still not quite sold on the idea of this as a mini dress. It's an odd duck. I tend to think it's a nightie type of dealio. Any thoughts? The collar is extremely stiff and the rest of the fabric is airy/flowy. No labels but there are surging seams in the collar area. Any ideas on the period? Thanks ahead of time for your help.

I have seen them as 1980s evening ensembles, usually over a similar skirt.
