Unique Pagoda sleeved jacket

Hello all,
I would love some of your insight into this velvet jacket with peekaboo pagoda sleeves and glass beadwork. It is unboned and closes with two wrapped hooks. It has machine and hand stitching and no shoulder pads. I was thinking 1920s due to construction and beading, but I know there was a resurgence in pagoda sleeves in the early Edwardian era… thoughts?

Yes, here are some photos. According to my burn test, the lining is either rayon or cotton and the velvet is silk.

It is a bit of an unusual piece. I wonder if this was altered from an older garment, and perhaps used as a costume piece? The beading looks as if added later. Why is there all that stitching on the lining? What is the purpose of the holes on the upper arm? Can you try it on with your arms going through those holes? Or are they just to show a peek of the garment worn underneath?

It is lovely whatever it is.
 
The stitching is for the beads, which is strange that it goes through the lining now that I think of it. The arm holes are definitely some sort of peekaboo. Maybe they ran out of fabric, lol.
