H Bar C has made this same jacket on and off since the late 50s. I have handled it numerous times, from different eras. It is hard to tell the era by the label, as they used the same or very similar, and then reverted and then changed, but not by much. The fabric will help identify the era, more than anything else. The company was bought and reopened just within the last few years, and I've had awful conversations with their website chatbots, so I don't think you will have any assistance from the new owners or their AI. It is still collectible and worn, and even in poorer condition, if priced right, it will still sell. With the acetate lining I would assume more modern. If you are able to tell the difference between rayon and viscose, that will help as an indicator of era, as well, as viscose is what they use now. I don't think I can help much more than that, without handling it. Depending where the elastic that you mentioned is located, that may also help determine era. I don't recall my older ones having any elastic in the waistband, but all of the later ones did, on the backside.
