Velvet Opera? Cape, Crepe Lined Huge Puff Shoulder What Era please

I have another dating question for you.

I have this wonderful cape that came with a mixed era lot (30's-70's) and am struggling to date it. I have seen the sleeve on quite a few early Opera capes but not sure how often it was in fashion.

It is quite a light weight velvet with a crepe lining. There is no wadding at all to shoulders. It ties at the neck point only and the ties are cravat shaped. Lots of pretty ruch detailing to the neck and to the hugely oversized puff shoulders. It seems a fairly small size, Perhaps a Uk 6 (US 2). I used a separate sash belt for photographs, which did not come with it.

Any clues here?

Gorgeous! Those big puffy sleeves make me think 1930s. Is there any padding or a stay or anything inside holding them up at the shoulders?
Nothing at all, it's purely done by seam shapes etc, the second to last picture is the inside of the shoulder/sleeve seam, you can see the stitching and it does not look like any wadding, stays etc has ever been in there. The condition of this is amazing though, which is why I wanted to check the era, I literally can not find a single fault

Edit: Is it definitely an opera cape? Or were there other uses for these types of capes?
 
I'm wondering if it's Edwardian, when there were also big pouffy sleeve heads. But I don't know, just wondering. Something about hte silhouette does make me think that, but 30s is probably more likely.
