I have a gorgeous dark blue wool frock coat with soutache embroidery.
Would this have been originally for a male?
Do you see 1890s or early 1900s?

Gorgeous! It is a woman's coat and early 1900s. the longer length is very 1909, although a few of the elements look a bit earlier.
