Vintage/ antique skirt?

Hi all!! Can anyone help me date this skirt? I'm pretty clueless about skirts prior to the 1940s, which I'm assuming this is?

I'm not sure what the stays are made from - they "look" like baleen but some are very clear so I have no idea tbh so could also be celluloid?

1915 on the nose. That one stay looks like its horn, the second one hard to tell...

Thanks so much for the help The stays are quite flexible - would that still make them horn?

I would expect them both to be celluloid, but the colouring and grain of the first one makes it look like horn. I don't know if they ever made them from horn, its just what it looks like to me...

Agree that the stays look like horn, though baleen, which usually looks almost black, can look like a lot this, too. I've seen horn used in bodice stays and remember reading that it was used, like baleen, in part because it's moldable using heat and moisture.
