Vintage Dress?

Hi everyone! Its a polka dot dress, with matching jacket, and I'm really just not too sure.

The polka dots, the neck bow, the tags, I am seeing 70s. Does it have belt loops?

There aren't any belt hoops, but I agree that it seems seventies. The jacket threw me off a bit, was this style common in the 70s?

I can't see the jacket style clearly, but I'll place it a little more recently: early '80s.
