Vintage ethnic dress...which ethnicity?

I can't find anything quite like this dress online, would anyone know where it was made?

It is made of muslin, heavier on top, lighter for the skirt. The waist is slightly dropped by my standards and there are box pleats across the back of the skirt. The embroidery and crocheted edging is hand sewn. TIA for any help!
