Vintage or Modern?

Hello all - been awhile! I'm back to working on my vintage business again, but it's been almost 2 years and I'm out of practice. Love this resource and hope you can help?

I found this dress recently - At first glance it looked modern to me because of the bright colors - or maybe even 70's brights. It has flutter sleeves also which seem 70's, but the cut has a bit of the 40's going on. And then a 80's secretary bow collar? Ahh! The fabric is a rough/almost scratchy type of rayon or nylon. No stretch to it. Fairly translucent. Then there are the plastic black buttons on the outside secured with tiny clear buttons on the inside and frog style closures. It's all over the place really... But what is confusing me the most is the stitching - most of the hems and the lining is hand stitched. However, there is also machine stitching. The lining is a soft, almost silk feeling.

Is this modern? There are no tags. Do modern garments still utilize hand stitching?

I'm lost.

I think you are safely in the realm of 1970s. In fact another guest posted a not too dissimilar dress earlier today. I think your dress is home made, hence the hand sewn hems (machining this fabric leaves a very bulky and unforgiving hem) and button backs.
