Vintage Spain/Mexico dancing dress help

Hello! I have another dress that has no labels except one for size S. It has a metal zipper on the back and its lined. I would like to know if this would be considered vintage and what country do you think it represents. I keep going back and forth between Spain, Mexico and even Italy. What do you guys think?

I'm not sure it represents a particular country - I have 70's dresses like this from England with the plaited belt, I think the colours are just a pretty combination.
I am also wondering if it was perhaps a plain black dress originally, and somebody 'decorated' it either for costume or just fashion.
