The designer is Marion Valle. Does anyone recognize that name? I'm dating this to the early 40's. Does that sound correct?

It reminds me of the hat that Greta Garbo coveted in "Ninotchka". Remember?

That's a crazy-awesome hat you've got there! Such a shame that the art of the hat has been largely lost these days in mainstream fashion.
