Washing a poly/rayon skirt

Hi all, I bought a 1960s poly/rayon mix skirt, and on my first day wearing it I managed to get handsoap on it due to a dodgy dispenser at work. I washed it in the machine on a handwash cycle but there is now a white scum where the soap stain used to be. I searched the forum but couldn't find anything relevant. I didn't think soap would stain - it should be pretty easy to remove, right? Unsure what to do, any advice appreciated, thank you!

I seem to be prone to staining all my clothing!
 
It sounds as though it's not washed out the handsoap and picked up the detergeant from your washing machine. I would hand wash this with particualar attention to where the stain is.

That's what I thought but I wanted to ask the experts first! Would I use a mild handwashing detergent in tepid water?
 
I would give it a good rinse first with plain water to get out/off everything else, then use handwashing liquid and rinse well afterwards.
