Wedding dress dating help please...

I acquired this wedding dress (at least I assume that's what it is) some time ago to add to my collection but have never been quite sure of its age. I lean towards around 1920 but I could be way out! I have looked at the wedding resource but couldn't find anything in quite the same style.
The mesh/net? is in quite good condition but is very grubby & discoloured. It is lined in pale pink silk which has completely shattered. The sleeve lining has detached from the shoulders/armholes and is falling to pieces. It fastens at the side with press studs and hooks & eyes.
There is a fixed half belt with a diamanté buckle slider in the middle - most of the stones are missing!
The dress is too small & the lining too fragile to put on my mannequin so I had to lay it flat to take photos.
It appears to be completely hand sewn. The paper flower sprays around the hem are what look like white heather & tiny pink roses. I wondered if it might be of some interest to maybe a fashion student or suchlike. I'm considering selling it on Ebay as I longer want to keep it as I can't really handle or display it so it just sits in a cupboard! It was one of those things I purchased with my heart and not my head.
Any ideas on age would be much appreciated.

Tattered, yes, but lovely! It can be difficult to tell without seeing the garment on a body or dress form. It reminds me of the dresses popular in the late 'Teens era, 1917-1919. I cannot determine where the waistline sits on a woman's body which would be a useful clue.

I do not think it was intended as a wedding dress. Just a pretty party or afternoon tea dress.

I love it.

Thanks for your reply. I just assumed it would have been a wedding dress because of the colour. If it were clean it would be ivory although the pale pink lining would be more in keeping with a party or tea dress.
I am 5' 4" and held against me with the underarms in the right position the waistband is at my natural waist and the hem just at ankle length.
It is lovely even with its faults but every time I handle it another piece of the lining flutters to the floor!
