Weird tag, what does it say?

Hy everyone! Found this vintage black dress, and it honly has this tag in it. Can anyone help me identify what it means?

My first reaction is that it reminds me of a hand written laundry tag - the kind that moms would sew into their kid’s summer camp clothes. Could be used in other situations where cleaning was done in bulk.

Thanks for replying I live in the Netherlands, but I bought this dress at the vintagedepartment store. They have worldwide stuff.

Or it could have been made at a school, and that was the name of the student who made it, and the year. I recently bought a vintage sewing pattern online and the seller wrote to me that she'd used that pattern to make the dress for her (whatever) school diploma.
