Hi all!

Is this a neck piece? a belt? a dress treatment?

The velvet cord is 34 inches long so it's long enough to go around a waist.

I have the same piece! It is a fancy collar from the late 50s 60s.
Mine has a longer cord that bunches up to pleat it a little.

As a belt is fun idea too
