What are these little details on this 1950s skirt?

Hello! I have seen these little strap things on the waistband of high-end skirts, but I'm not sure if they have a name (so I didn't know what to google) and I don't know what the purpose is. What the heck are they?

I have always thought they were for hanging the skirt. Many hangers have skirt hanging hooks underneath
