What can you tell me about this skirt?

I got this skirt in an estate of 40s-70s clothing, with a small dollop of earlier things - but this isn't earlier. Do you suppose this was made for a costume? (but maybe not because i wouldn't know for what).
Lots of gold threads (not precious metal gold though). The waist band embellishment goes all the way around - it is just a shadow that makes it looks like it ends. There are hook and eyes in the waist band and a metal back zip (though we know that doesn't mean everything as someone could have put a metal zip in anytime... (oh and the waist is a tad big for the manni so it looks not as good as if it fit her)

I just have no clue.

Yes, it looks 50s to me too. Does that waistband sit high on the waist. Very pretty!

yes, it sits high. Its not a full circle. Its wool or wool felt.

Thanks guys - i just thought it was so unusual i didn't know quite what to make of it.
