What do you call this? Lace? Tulle?

I am not sure what this is called! Would this be Tulle or do I just call it Lace? Although, it doesn't really look like lace! It is the outer layer of the skirt on this 80's I.Magnin Little Black Cocktail Dress

You could call it tulle Maureen, but I would go with flocked chiffon net (or netting).
