What do you call this skirt? A bustle?

I am a little out of my league with this piece. Is the skirt called a bustle skirt? I was just a little confused as some of the bustle skirts I was looking at were fuller all over not just in the back. Thanks!!

A bustle is in back. But, I'm not sure if that is a bustle skirt. I thought a bustle was higher up, around your behind and in back only.

That isn't like any bustle skirt I have ever seen. It is like a number of 1913 - 14ish hobble skirts, and those are a lot rarer, and can go for more. A pic without stuffing would help, though

No its part of a suit. I think the skirt was made to go with the jacket though as the fabric isn't quite the same color but the trim on the jacket and skirt are identical. Heres a picture of them together. The best part is both are in wearable condition. I will take pics without the stuffing tomorrow.

Its way out of my league too! LOL I took the stuffing out and I think I understand how its supposed to fit now. The back is all poofy and loose to give more emphasis to the tightening at the hem. The hem isn't to tight around so a person could actually walk in it but the puff gives it a better hobble illusion. I have to reshoot all of my pictures now but I will post some later today. Thanks for all the help. I've had this for a while and wasn't quite sure how to display it. It took some time to stuff the back like that guess I will have to chalk that up as learning time :)

Ok here are updated picture of my hobble skirt! And again thanks for the help. I was so confused by the big poof in the back I thought something went in there. I swear I am not a ditz :)

That looks much better. I can see why you would want to poof it out and we probably all did that when first handling similar items, at least you asked if that was right.

BTW, is that elastic at the waistband? It seems a little unusual and I thought I'd ask.
 
This is a hobble skirt and from c1910-13. If you are selling I would show an illustration from the period so a buyer understands the style - there is a lot of visual reference you can use.

The hem has been taken up or doctored and that is affecting the hang of the fabric which in turn has a bit of an effect on the back drape which caused you some problems in showing it. Often hems were weighted with led pieces sewn in which balanced the fall of the fabric.

Wouldn't mind seeing a bit more of the jacket.
