What do you call this skirt?

Four layers of crochet trim attach to a jersey underlayer. Chiffon skirt is attached to the jersey underlayer.

What is the underlayer called?? What is a flowy/wavy skirt like this called??

Is this a costume of some sort? Maybe skating? Anyway it looks like the outer skirt has been cut in a circle or semi circle. There really in no generic name for a flowy/wavy skirt that I know of but sometimes I use the word flutter for something like this.

I was thinking about the top part - not the skirt.

duh.

But I'm still curious about the turtleneck part, because if it is attached, I would bet the farm it actually is a skating costume.

Leisa - I need to put on the white cover. The black dress form cover does look more like a turtleneck.

It is a dress and the layers of crochet feathers are attached to a sleeveless spandex type jersey at the top. Even inside out, you still can't see how the layers are attached to the top. The slinky top adds swing to it. Top attaches to a circle skirt with 150" sweep.
