What Exactly is This? A Crochet Bra?

Hello all,
This may be a silly question but can someone tell me exactly what this little crochet number is? My instinct is a little bra but there's really no support. Thanks!

Yep. The nightie or whatever probably wore out or got stained or something and they ditched that part, but couldn't part with the pretty crochet on top. I find bits like this all the time. Very much of the depression era/make do and mend mentality. I love it!
 
I don't know about selling it but I'd certainly think about adding some fabric and making it into a top or dress. It would probably suit Etsy for being remade.
 
In the 1960s that would have been attached to a tube of printed voile in mini or maxi length, and stocked as a dress in your local boutique...
