WHAT IS IT??

hello, I was wondering if anyone could tell me what this is? It's constructed from two pieces and held together with little brass buttons at the top. It's the same shape as a kilt. The fabric is linen I think but it's stiff and shiny as though it's been treated with something? Any help at all would be fantastic and most appreciated,

Hi,

The black fabric you show was used mainly as a lining or foundation material, so I suspect this was some under-skirt, undergarment or lining from another garment. The way it is pleated it probably was intended to add fullness to an overskirt. But really I have no good idea what it is!
 
Could it perhaps be a Chinese underskirt(or indeed just a plainer over-skirt)? The construction at least reminds me somewhat of Chinese ceremonial/wedding skirts(though again, these aren't buttoned).
 
A peculiar one. My impression is it may be a costume, largely because they have used a very obvious navy blue thread to attach the button loops to the pale linen colour fabric and this suggests it wasn't going to be seen up close. The type of buttons suggest military and an outside garment as well as generally anything underneath would use flat buttons for comfort.
