What is Italy's restriction on receiving footwear from abroad?

When I came to post a pair of shoes bought by someone in italy, I had seen on ebay pages before people stating they wouldn't post shoes to Italy so I had a look on royal mail's webpage which has informed me there are restrictions to sending footwear there:

These are items that have specific conditions on entry. For clarification please refer to the UPU website for information on prohibited articles guidelines.

Footwear, gaiters and the like, parts of such articles, Headgear and parts thereof, umbrellas, sun umbrellas, walking-sticks, seat-sticks, whips, riding-crops and parts thereof.

despite royal mail giving links to the UPU and Italy's postal service, I cannot find anywhere the actual specifications of what type or part of footwear is restricted there. Please can anyone point me to the appropriate webpage or document that can state this?

Footwear isn't listed under Prohibitions for Italy so they are allowed to be sent with restrictions and I wouldn't like to ban buyers from Italy if all possible. I hope somebody can help!
 
Hmm, as it's in the EU, you don't have to do a customs form. So how would they know it's footwear? Were the sellers you've seen saying they won't post shoes there in the UK, or outside the EU? Perhaps it's only a problem with imports from outside the EU.
 
I knew that the restriction is that shoes should not be made by protected animal skins, then the sender must attach a declaration invoices for customs...but is something that I have hears some years ago...
 
the shoes are new leather and rubber soled sandals so I don't think they'd have any problems accepting them its just frustrating that the details of the law don't seem to be readily available!
