what is the purpose of this skirt?

trying to decide what is this? A skirt of actual petticoat to wear underneath a skirt? Fabric feels like wool flanner. Small cotton waist band about 22in. Very interesting stitching. It does look a little like a petticoat with a slit and a single button but it is about knee level. Perhaps for a child?

I would agree with a petticoat for warmth for a teen probably.

Yup, a half petticoat designed for warmth. These went on first, before the long petticoats were put on to create the correct silhouette.
