What is this and how old?

Have this old teenage dress and would love to narrow down age.
1915 or 1916ish? For some reason it appears Nautical. Is it some sort of swim coverup? Sheer.
Tattered but good for a pattern. I have got to quit picking up this stuff. Not my forte at all. Charming though.

It is hard to determine the age from the photos, but the basic shape looks very early 'Teens, 1910-1913. I think it may have had more to it, perhaps an under dress, sheer sleeves, etc. Not a swim cover up, but of course could have been a summer day dress with a nautical spin. Can you show the waistline or bustline and tell us about the closures?

Is this any better? The closures are just the buttons along the top. buttons with closure loops on each side of the shoulders. the waist has a seam going all around like joined together. Slips over the head I guess. Very, very sheer.
