What is this bustline called?

Hi all,

What is the name of this type of neck/ bust line with all the fabric twisted and sewn onto the bottom fabric? Also would you agree with 80s? I am a bit surprised that it comes with a white sheer crinoline.

That short and in that colour - looks late 90s to me - but I don't think there is any particular name for that bustline, although in the 50s they would have called it an Empire line, because there is no waist seam.
 
Why don't you try looking up which union label you have? that should yield some used between dates at least.
More modern dresses often don't colour match the netting.
I would call it sweetheart neckline, due to the twisted fabric panel on top, swimsuit style (again, the front treatment, plus the crossed back straps - a shorter skirt would make it very similar to some 50s/60s swimsuits) and you could call it princess line as well, as it appears to have princess seams or boning down the front.
 
It could be earlier - the short and full style could be 89-94ish. Its just that colour is so late 90s - early 90s were usually jewel tones - emerald, topaz, violet, ruby, and of course black, blacker, and blackest., and mid 90s were usually food colours - asparagus, melon, pumpkin... Those bright almost metallic colours I associate with late 90s - along with metallic blue, silver,baby pink, and celadon green.
 
I don't know about the numbers, but I bought a very similar dress for a theatre production about 1990 - 92.
