What is this decoration called, and is this dress 50's?

What is this decoration called? It is a leaf motif with a stitched outline and a puffy raised area within each leaf. Is there a specific name for this type of work?
Also, is this dress 50's, maybe late 40's?

The dress looks like late 1940's to me and the leaf motif looks like trapunto but I think we'd have get a closer look. Both pieces are smashing!
 
Thanks ladies! I cropped a pic for a close up. In it, it looks like it could possibly be an applique, but, it isn't. I think trapunto sounds exactly right. Here is a closer pic.DSC_0018-2.JPG By the way, do you have any suggestions of what you think the fabric on the dress may be? It is thin and silky, but with a faint visable textue, and when I pull it one direction it expands a bit and skews the print, but when I go the other dirrection there is no give at all. You can just see in the pic that there are two brownish spots on the front of the bodice. I need to start thinking about what I am going to do about them. Thanks again.
 
Is that dotted swiss overlay on the dress ? I love dotted swiss and just spent hours online looking at vintage items with that fabric.

Rita, I know, isn't it gorgeous?! Foofoogal, it isn't swiss dot, but I can see how it looks like it. It just has a sheer navy layer over the skirt portion, and the small blue/white checks show through. I am adding a close up of the fabric to help.
