Tie fasteners for a cape or cloak? Or possibly from a drawstring reticule. I have seen them on 1890ish era garments. Does it have wood balls under the cording?

This is on the back of a Victorian mantle I am getting ready to list. (And I am missing one of those do-hinkies.) Is it assumed that all the black garments like this were mourning attire?
I think this is a common misconception. I have read that women then wore black just as we do today, for all sorts of reasons, including fashion and practicality. Also mourning garments were deliberately plain, not heavily embroidered and trimmed. However others will know better than me, it's definitely not my area of expertise!
