What is this lovely black velvet top?

Hi, I'v got this very pretty top, but I don't know what it is. It is a sleeveless blouse, lined black velvet with the beaded design. It closes at the back with small snaps, and has the salmon color lined flounce, or peplem most of the way around the bottom. At first I had though it could be the top of a dress refashioned into a top, but I don't think that is the case. What do you guys think, and when is is from? The 1920's? Thanks!!!

It looks like a top that would be worn over a blouse and skirt from the late teens or early 20s - you see them sometimes in period photos of women doing a gypsy kind of look.
