What is this? Necklace? Belt? Or missing from something else?

Hello, I recently purchased this "necklace" from someone who said this was a necklace from the 1930s but I can't help but to have my doubts, if it's really what it is, what was it most appropriate to wear this piece or is It just a part of something else later on? Thanks!

I'm guessing it might have been a child's toy. My first thought was a teething necklace, but I don't see any chew marks on your closeup, and a long string like that would have been very dangerous for a toddler.
Let's see what others think.
 
I've seen necklaces similar to this made from painted wooden beads, flat rings and carved beads from, I believe, the 1930's and 1940's. Wooden elements were also often combined with bakelite and other plastics. I seem to remember they were a thing during the depression when money was scarce and during the war in the 40's when resources were scarce.
